Boyfriend is up for orders.?

My boyfriend will be picking orders in January. Prior to yesterday, he had his heart set on returning to Iraq/Afghanistan/Kuwait but found out that because he did not make E-4, he can not get orders over there. His first cl had told him he could probably get orders to Whidbey Island, WA and work at a Squadron there or could get orders to Bahrain. Or a ship locally, Virginia. My boyfriend is completely against a ship. Does anyone know what Whidbey Island, WA is like? My best friend is stationed in Bremerton, WA and says there is nothing to do there. Is Whidbey Island the same? What is Bahrain like? If my boyfriend gets stationed anywhere outside of Virginia and/or goes on deployment from Virginia, we will be getting married. So obviously if he took orders to Whidbey Island I'd be moving there. But what about Bahrain? Is that for active duty soldiers/sailors only? I know nothing about this stuff. Any input would be great.
