Getting a new title for a car in someone who moved outa state?

i'm about to buy a 79 bronco off of a guy on craigslist he said he has the title but he can't transfer it into his name because the guy who's name is on the title apparently moved out of state what should i do i really want this truck its basically i steal for 800 bucks. someone help me please!!!!
